Motion limine granted part and denied in part. A lay witness cannot say that a railing collapse was caused by some specific force or other matters requiring unique scientific technical or specialized knowledge. However, a lay witness can say what they personally saw or experienced, such as if the railing appeared weathered, the type and number of the attachment devices, whether the railing was screwed or bolted, the condition of the attachment devices, where the railing snapped or remained intact, or other matters about which there was personal knowledge.
